The Center has developed a Property Assessment Record (PAR) to evaluate the needs of properties based on their biological requirements and the permit requirements of the agencies or other purposes for preservation. This analysis is comprised of review of agency permits and documents, and a field survey to determine the management and administrative activities necessary to maintain the biological resources in perpetuity. Each activity is budgeted according to its timing, incidence, labor, supplies, and administration. From this information, both annual costs, appropriate to special district financing, and endowments can be estimated. Endowments are based on an exhaustive comparison of investment returns from actively managed accounts in comparison with inflation of the major cost components. |
